Fatemi Amin made the comment at a meeting with Andrei Savinykh, a member of the Belarus-Iran Parliamentary Friendship Group in Tehran on Wednesday.
The Iranian minister referred to Western sanctions imposed on his country over the past four decades, and stated that Iran has made progress despite those measures.
